Terms of Use

Last updated: September 26, 2026

For broadcasters and rights holders. This app helps people find publicly available YouTube live streams on a map and plays them through YouTube's official player. We do not copy, re-broadcast, or store any video. To request that your stream be removed, use the content removal form. We review removal requests and take action to stop listing the stream. You do not need to install the app.

1. Acceptance

These Terms of Use (the "Terms") govern your use of LiveRuby (the "App"), an iOS app provided by RuLa Gems (the "Developer"), together with the server that delivers data to the App (collectively, the "Service"). By downloading or using the App, you agree to these Terms.

Even if you do not use the App, Articles 8 and 11 apply to you if you access the server from which the Service publishes its data files (live.rulagems.org).

The App is not directed to children under 13. What the App lists are live streams broadcast by third parties, and the Developer cannot review their content in advance. If you are a minor, please use the App with the consent and supervision of a parent or guardian.

The Service uses YouTube API Services. By using the App, you agree to be bound by the YouTube Terms of Service.

2. Overview

The Service gathers publicly available live camera streams onto a map and lets you play a selected stream inside the App. It provides map browsing, saved cameras, rankings, and related features.

The Service does not broadcast video. What we publish is not the stream itself but a reference to it (a video identifier) together with descriptions written by the Developer (display name, place, tags). Playback is performed by each source's official player.

3. About the streams we list (important)

Copyright in the video belongs to the respective broadcasters or other rights holders. The Developer claims no rights in any stream.

We list a stream only under the following conditions:

Checking the embedding setting does not guarantee that all rights and privacy issues concerning a stream have been resolved.

We accept removal requests regardless of the reason given. We may ask you to identify yourself as the rights holder, but when in doubt we stop showing the stream first and confirm afterwards.

This is not limited to broadcasters and rights holders. If you appear in a stream, or your home does, we accept that through the same channel. You do not need to install the App.

The video itself, however, is broadcast on YouTube. What the App can do is stop listing it — take it off the map. The App cannot remove it from YouTube. To have the video itself taken down, please contact the broadcaster or YouTube.

When a stream ends or becomes unavailable, the Service removes it automatically. Streams we cannot verify for a period of time are not kept on the map.

The Service is operated by an individual and does not provide continuous monitoring or immediate replies or action. Reviewing and handling inquiries may take time. Removal is delivered through updates to the published data, so update intervals and device caches can delay its appearance. Immediate removal from every device is not guaranteed.

4. Free and paid (LiveRuby Pro)

The App's core features are free. Every live camera we list remains viewable for free.

Purchasing LiveRuby Pro gives you access to the App's own features described on the purchase screen. It does not guarantee the continued availability, content, or quality of any particular live stream.

5. Purchases and refunds

All purchases and refunds are processed through Apple's App Store and are subject to Apple's terms and policies. For refunds, please contact Apple Support.

6. Data charges

Using the App requires an internet connection. Playing live video consumes a large amount of data, and on metered plans this can result in high charges.

Data charges are borne by you. Depending on your connection, playback may be interrupted or the picture quality may drop.

The App cannot select the playback quality. Playback is performed by the source's official player, and quality is determined by that player and your connection.

When playback starts on a metered connection or in Low Data Mode, the App shows a notice once per launch (this can be changed in Settings). It does not pause playback to ask for confirmation.

7. Prohibited conduct

You must not:

8. Access to the published data files

The Service publishes information about the listed cameras as static files on the internet (live.rulagems.org). These exist so that the App can work; being publicly reachable does not make them free to use.

This article governs access to the Service. It does not restrict use of the underlying source material itself; Article 11 covers how that material is handled.

9. Disclaimer and limitation of liability

The Service is provided "AS IS", without any warranty, express or implied, including merchantability, fitness for a particular purpose, and the accuracy, completeness, or timeliness of information.

The streams we list belong to third parties, and we cannot guarantee that they will continue. A stream may stop without notice, be deleted by its broadcaster, change in content, or break.

We do not warrant the content of any stream. By the nature of live broadcasting, the Developer cannot review content in advance. If you find inappropriate content, please tell us through the content report form. We can stop listing it, but the video itself is on YouTube — to have it removed, please contact the broadcaster or YouTube.

The Developer's liability is limited as follows.

(1) Only where you suffer loss caused by the Developer's ordinary (slight) negligence, the Developer's liability is limited to direct and ordinary damages actually incurred, and does not include lost profits or damages arising from special circumstances.

(2) For loss caused by the Developer's willful misconduct or gross negligence, neither (1) nor any other provision of these Terms that excludes or limits the Developer's liability (including Article 10) applies.

There is a delay between checking a stream and displaying its status on your device. A “live” label does not guarantee that the video has no delay, contains no recorded footage, or has not changed in content at the source. The Service is intended for viewing and general information.

These Terms do not limit rights granted to you by applicable mandatory law.

10. About the locations shown on the map (important)

Locations on the map are approximate and may not match the actual installation site. Some locations are inferred from the stream's title and similar text using coordinates from a public place-name database.

The error is larger in these cases:

Several cameras may appear stacked at the same point. This may reflect an uncertain location. Overlapping positions may also be shifted nearby to help distinguish them on the map.

The Developer gives no warranty as to the accuracy or completeness of these locations. The Developer's liability for any loss arising from such discrepancies is as set out in Article 9.

Do not rely on the Service for any purpose requiring accuracy, including navigation, traffic, disaster response, safety management, emergency operations, or identifying a property or filming location. Always verify important information against primary sources.

If you notice a clear error, please tell us through the content form ("Wrong Location"). We review reports and consider appropriate corrections.

11. Intellectual property

Rights in the App's original text and presentation, and in the selection, arrangement, or systematic organization of its stream list, belong to the Developer or the respective rights holders to the extent protected by law. These Terms do not transfer intellectual property rights to you.

You may not redistribute legally protected portions or incorporate them into third-party applications or services without the rights holder's permission. However, these Terms do not restrict uses permitted by law or third-party licenses.

The Developer claims no independent rights in underlying third-party video, video identifiers or titles, place names, coordinates, or similar source material. Third-party materials and services are subject to their applicable terms. See Attributions for sources and terms, and Article 8 for access to the server.

12. Changes to these Terms

The Developer may amend these Terms in accordance with applicable law. Changes and their effective date will be announced on this page, and legally required procedures will be followed. Where user consent is required, it will be obtained. The “Last updated” date records when the page was edited and does not by itself establish when amended Terms take effect.

13. Governing law and jurisdiction

These Terms are governed by and construed in accordance with the laws of Japan.

Any dispute arising in connection with these Terms or the Service shall be subject to the exclusive jurisdiction of the Tokyo District Court as the court of first instance.
